Wheels need to be balanced in 2 planes - vertical and horizontal.

Vertical = Shake (or hop)
is the angle at which wheels are tilted in or out in relation to the top of the tyre. Provides direction control stability when travelling in a straight line.

Horizontal = Shimmy
is the angle at which wheels are tilted in or out in relation to the top of the tyre. Provides direction control stability when travelling in a straight line.
